Deed of incorporation of the Tax Association by Polish emigrants in France, obliging them to pay annually the "national tax" in "the amount below at the subdivisions specified to the Association's Cashier, in installments at the convenience of each recognized. We reserve the right to change this declaration, according to our current position".

On the last two pages, a list of members who signed up for the annual tax, a total of 295 citizens.

At the end, a brief report on the disbursement of funds: "[...] given to the Batignol School, for the upkeep of the poorest students fr. 1,000; and the other fr. 1,000 to the House of St. Casimir, for Girls and Veterans [...]".

The temporary department was composed of: President Bohdan Zalewski, Kassyer Wladyslaw Laskowski, Controller Jozef Dybowski, Secretary Karol Królikowski and Deputy Secretary Artur Sienkiewicz.

From the introduction of the deed: "Polish emigracy left the country in 1831, raising the banner of the Fatherland's independence, was and is a part of the Polish Nation outside the country. Scattered all over the world, with its headquarters in France, it has not seeped into any foreign nationality anywhere. How many of them have died out, we cannot say to our shame, but it is certain that they left this world having remained faithful to Poland. Children of emigrants are born and raised Polish.

As a part of the nation, as sons of one mother, as servants of one cause, as participants in one misery, Polish emigrants have been and are a separate, unique and most solidarity-based community, although, unfortunately, not organized.

Each Community has its own indispensable burdens and responsibilities.

From the very first moment the Emigration met its needs as best it could through numerous contributions, in which it participated with eager zeal. Let us recall that when, in the first years, some of the Besançon brothers left for Switzerland and there found themselves in an unpleasant situation, the contributions of the entire exodus took the clear form of a tax paid most regularly over many months.

In the following years the burdens increased one by one and the contributions appeared to be insufficient. Hence, with the zeal of individuals and groups, social and national institutions were created one after another to remedy the common misery. The government of noble France came and comes to them in poтос.

All this is not enough today. Every day there are more and more old people who can no longer work, there are more and more orphans after dying more and more, there is now a new emigration under completely different conditions than the first.

Burdens are incessant, incessant also impose obligations.

A moral community, which is what we are by nature, would need to voluntarily impose such obligations in order to fulfill its permanent duties. This can only be done by association."
